Counterfeit & Fraud Talking Points Memo
To address unpaid and counterfeit postage, the USPS has been validating manifest file documentation in real-time since August 1, 2024. Packages that are unmanifested at the time of the first scan at a USPS facility will be intercepted and subject to disposal. These packages will not reenter the mail stream and shippers will not be reimbursed. This document provides a high-level overview of the process.

package, create a label, find a USPS acceptance facility, schedule a carrier pick-up, and track a package from
entry to delivery. The USPS API platform also offers webhooks for near-real-time push notifications for tracking
events.

Labeling List Changes Effective July 1, 2024
Effective July 1, 2024, we are revising Labeling List(s) L001, L009, L011, L012, L201, L606, and L607 to reflect changes in mail processing operations. Mailers are expected to label according to these revised lists for mailings that are inducted on or after the July 1, 2024, effective date, but no later than August 31, 2024, expiration date. The changes will be published in the Postal Bulletin, Issue #22652.
