Mail Growth Incentives

To incentivize mailers to grow mail volume, the Postal Service is issuing postage credit to registered mail owners who grow qualifying First-Class Mail or Marketing Mail volumes versus a defined threshold. Participants must meet all other requirements.

CY 2026 Mail Growth Incentives

Incentive Performance Period  January 2026 — December 2026
Incentive Baseline Period  January 2025 — December 2025
Registration  March 2026 — May 2026
Credit  30% postage credit for qualifying volume (that exceeds established threshold)
Eligible Mail  First-Class Mail presort and automation letters, cards, and flats

 Marketing Mail Saturation Letters and Flats, Marketing Mail High Density   Letters   and Flats

 Marketing Mail Letters and Flats, Marketing Mail Carrier Route, Marketing Mail   Parcels and Saturation Parcels

Mail Growth Incentives New Registration User Guide

On September 27, 2023, the Postal Regulatory Commission (PRC) approved the request by the United States Postal Service (UPSP) to update the Mail Classification Schedule (MCS) by establishing two separate Mail Growth Incentives (MGI): the First-Class Mail Growth Incentive and the Marketing Mail Growth Incentive.

Adjustments to Mail Growth Incentives Registration

MGI Customers can submit multiple requests to the Program Office to initiate discussions for adjusting existing Incentives Registration service requests that are in review.
