The Pricing and Classification Service Center (PCSC) is a national center that provides one source for mail classification decisions which serves both external customers and field employees in need of direction on price application, mail eligibility and mailing standards.

The PCSC is domestic and international in scope. We provide guidance on mailing standards and handle customer requests for exceptions. 

Description

Our office administers the following:

Final Agency Decisions:

  • Refund requests
  • Revenue deficiency assessments
  • Mailer Scorecard assessments
  • Mailability issues
  • Requests for exceptions to mailing standards
  • Local classification decisions
  • Customer related agreements

Initial Decisions:

  • Periodicals mailing privileges applications
  • Periodicals reentry applications
  • Periodicals revocations and cancellations
  • Authorization to mail at Nonprofit USPS Marketing Mail prices and name changes for authorized nonprofit organizations
  • Decisions on Sexually Oriented Advertising (SOA) and pandering prohibitory orders
  • PACT Act exceptions (Tobacco and ENDS products)

National Customer Rulings

National Customer Rulings is a voluntary program that provides national mailers with guidance and support on mailpiece design and price eligibility. The program issues classification decisions on proposed mailings before they are presented at a Business Mail Entry office. These decisions provide customers with increased confidence in planning and budgeting for future mailings and certainty of acceptance at entry points.

Customers who mail at a single location and who have an established relationship with their local Business Mail Entry office should continue to submit inquiries to their local Business Mail Entry contacts. The Manager of Business Mail Entry will refer matters to the PCSC on a case-by-case basis.
