Coding Accuracy Support System (CASS) is a process designed in cooperation with the mailing industry to improve the accuracy of postal codes that appear on mail pieces, such as carrier route, 5-digit ZIP, ZIP + 4, and delivery point codes (DPCs). CASS is a software certification program that provides hardware and software manufactures, service bureaus, and commercial mailers a common measure with which to test the quality of address-matching software. Software tests for CASS certification are graded at the USPS's National Customer Support Center (NCSC). The results are returned to the developer to provide useful diagnostics for correcting software deficiencies. However, CASS does not measure the accuracy of ZIP + 4, delivery point, 5-digit ZIP, or carrier route codes in a mailers's address file. Attached is a list of CASS-certified companies. The list names the certification category, the companies certified in each category and the date for which their certification expires. For a brief description of certification categories, refer to the Glossary of Terms below. GLOSSARY of TERMS: CASS Software Manufacturer: Software manufactures are companies who have developed address-matching software and become CASS-certified. Most of these companies market their prod- ucts to customers who want to use CASS certified software in their list maint- enance, mail processing operations or other applications and choose not to in- vest in the development cost associated with writing address-matching software. Some of the certified companies listed developed cost accociated with writing address-matching software for their own use and do not sell their software. Delivery Point Validation Licensees: Delivery Point Validation (DPV) Licensees are companies licensed by the USPS who have certified with the DPV technology. DPV enables mailers to validate the accuracy of their address information right down to the physical delivery point but does not contain addresses that are not delivered by the USPS. Mailers are able to identify individual addressses within a mailing list that are potentially undeliverable-as-addressed due to an addressing deficiency. DSF2 Licensees: DSF2 (Delivery Sequence File) Licensees are companies licensed by the US Postal Service to commercially provide address-matching services using the USPS Delivery Point Validation (DPV) product with additional address-attribute data. That tells the mailer more information about the address. v Vendor/Service Bureau: Vendors/Service Bureaus are companies who provide mail processing services. These companies purchase or license CASS-certified software from manufacturers then apply for CASS certification separately under their own company name. They provide a variety of services to their customers. Software Mailers/Users: Software Mailers/Users are companies who have chosen to participate in the CASS testing process and become CASS certified. Normally these companies pro- cess internal proprietary files and do not offer commercial services. DPC Utility: DPC (Delivery Point Code) Utility companies are certified to provide a special utility software that can evaluate a properly standardized, ZIP + 4 coded address and determine the correct 2-digit delivery point code and the check digit used to form the delivery point barcode. Delivery point processing can only be applied to addresses that have been ZIP+4 coded and standardized by using CASS-certified software. Multiline Optical Character Readers MLOCR (Multiline Optical Character Reader) hardware manufacturers design and market certified high speed equipment that optically reads mail prepared for automation, processes the address information through CASS-certified address- matching software then sprays the appropriate machine readable delivery point barcode on the corresponding mailpiece. MLOCR Service Bureaus: MLOCR service bureaus own certified Multiline Optical Readers and market high speed barcoding and mail services to their customers. MLOCR Mailers/Users: MLOCR mailers/users are companies who participate in the CASS/MASS testing process and become certified. These companies process internal proprietary files and do not offer commercial services. vi Z4Change: Companies listed in this category have certified their ability to identify address records in a customer file which have had ZIP + 4 database changes. Using this certified process, a mailer can extract any records from their file that have changed and reprocess them using more current data. By using the Z4Change process in conjunction with CASS-Certified address-matching software, customers maintain continuous qualification for automation rates. The annual requirement to reprocess an entire addess file is extended to three years for Z4CHANGE customers. Enhanced Line of Travel: Enhanced Line of Travel (eLOT) contains a list of companies who have certified their ability to assign eLOT, which closely resembles the actual delivery sequence of the postal carrier. Certified Functions and Areas: CRIS: CRIS Utility contains a list of companies who have certified their ability to assign carrier route. LACSLink: LACSLink is a data provided by the Postal Service to allow addresses that have been connverted due to USPS changes or for 911 emergency systems to be linked with their new address. SuiteLink: Improves business addressing by adding known secondary numbers. Certified Functions and Areas: In Sections 1 through 5 each customer is listed once for every software version and configuration they have CASS-Certified. Included with their company name and mailing address is a contact name, telephone number, and email address. Next to the customer information is a listing of certified functions and the area certified. Certified functions include: ZIP + 4/DPC: Provides address-matching services and apply 5-digit ZIP Codes, + 4 Codes, and Delivery Point codes. CRIS: Provides Carrier Route codes using an address-matching process. 5-Digit: Provides 5-digit ZIP Codes using an address matching process. eLOT: Provides the ability to assign line of travel which ensures that Carrier Route mailings are sorted to match the actual delivery sequence. DPV: Enables mailers to validate the accuracy of address information up to the physical delivery point. DSF2: Provides address-matching services using the Delivery Point Validation (DPV) product along with additional address-attribute data. RDI: Allows users to identify non-business delivery address, perform rate analysis, and determine the best possible shipping rate prior to delivery. LACSLink: Links addresses converted by the USPS 911 Emergency System to their new address. Certified Areas will be indicated by the word "National" in the appropriate box if the company is certified using a national file. If a state certification file was used, the state area is indicated by the two digit state abbreviation (ie.,IL for Illinois). vii
