Participation Opportunity for United States Postal Service (US Postal Service) USPS Approved Shipping and Returns Consolidators website

The United States Postal Service would like to provide an opportunity to companies who are consolidators for shipping and return services that can prepare mail to be entered for first and/or last mile delivery services to be listed on a new Approved Shipping and Returns Consolidators web site to be featured on USPS.com. There is no cost or fee associated for approved consolidators to be listed on the web site; however, participating companies must complete the below application, meet criteria set forth for inclusion on the web site and enter into a Consolidator Linking Agreement and Trademark Licensing Agreement if selected for publication on the web site.

Interested shipping and return providers that meet the mandatory requirements provided at PostalPro: https://postalpro.usps.com/approved_shipping_and_returns_consolidators are invited to complete the application. 

Any information provided in response to this request will not be returned. Any and all responses are voluntary and United States Postal Service will not pay for any information submitted in response to this request. The United States Postal Service will evaluate all responses pursuant to requirements for inclusion on the USPS Approved Shipping and Returns Consolidators website. Only electronic submissions will be accepted. An email notification will be sent acknowledging successful receipt of the response.

Evaluation Criteria:

United States Postal Service will evaluate all responses and select prospective Shipping and Returns providers based on the following criteria.

Requirements for Consolidator Shipping and Returns Providers for Inclusion on the USPS Approved Shipping and Returns Consolidators website include:

• Shipping using USPS Outbound or Returns product

• Utilizing Seamless Acceptance for Packages (SAP)

• Employing Enterprise Payment System (EPS)

• Registering for a Business Customer Gateway (BCG) Account

• Utilizing Electronic Verification System (eVS)

• Integrating Intelligent Mail® Package Barcode (IMpb)

• Warranting and Representing that no diversion of deliveries shall be made to other delivery companies

• Selected entities will also be required to enter into a Consolidator Linking Agreement with the Postal Service

Decisions regarding participation are made at the sole discretion of the United States Postal Service based on an applicant’s submission. Additional supplemental information may be requested in order to finalize a decision. The United States Postal Service has the exclusive authority to permit or deny participation on the website to any entity. The United States Postal Service reserves all rights to modify or change any content on the USPS Approved Shipping and Returns Consolidators website at any time.

Any proprietary information should be properly identified and marked as such.  Supplementary financial information, if requested, should be uploaded in the USPS Approved Shipping and Returns Consolidators Registration Application when prompted. Any information provided in response to this request will not be returned. Any and all responses are voluntary and the United States Postal Service will not pay for any information submitted in response to this request. Only electronic submissions will be accepted through the USPS Approved Shipping and Returns Consolidator website Registration Application.  Uploaded documents should include reference to the "USPS Approved Shipping and Returns Consolidators” website and submitting organization's name in the subject line. Attachment size should not exceed 3MB and only the following document types will be accepted (.doc, .docx, .pdf).

All applications will be reviewed by the Business Alliances Office for compliance with business criteria to determine the financial health and integrity of the company represented in the application. The applicant must provide a Tax Identification Number (TIN). If applicant does not have a TIN then a Tax Return from the preceding year must be supplied.  Upon receipt of the completed application the USPS will request a credit report from one or more if the three major credit agencies (Experian, TransUnion, Equifax), and may also run a Dunn and Bradstreet Paydex Report in order to meet internal regulations related to the fiscal solvency of companies linked to from USPS.com. In some instances during the review process, the applicant may be required to provide additional information at the request of the United States Postal Service.
